Thursday NASCAR issued a HUGE L1 Penalty for Sunday’s winner of the Toyota Owners 400 at Richmond International Speedway . Team Penske’s No. 22 driven by Joey Logano was found to have a parts issue once the winning car was torn down for R & D Inspection.
